Promoting social cohesion is one of the challenges of this new century. To achieve this goal it seems necessary to us to adopt adequate public measures because housing goals could not be reached in our countries only by market powers
Although housing is till now not a competence of the EU we think, that the labour market in our countries can only function if the most important problems in the field of housing become solved too. The housing problems in our countries are increasing rapidly and especially the elderly are seriously affected by increasing rents.
So we make the proposal to the representatives of our countries and the EU representatives to adopt some additional measures for the Eastern joining countries in the field of housing.We think it is necessary that the EU acknowledge the difficult housing situation in our countries.
We urge our respective governments and the governments of the European Union to consider the following:
- That the regulations of the EU and our countries should give room for help to adopt new public service companies, co-operative and/or social housing in our countries accepting the fact that market principals alone cannot solve the fundamental problems that we experience,
- That it would be important for all our countries if the future EU Constitution could formulate the fundamental necessity of housing.
- We also urge our governments in Bosnia and Herzegovina, Croatia, the Czech Republic, Latvia, Poland, Slovakia and Slovenia:
That the protection of tenants / users in our countries should be based on two fundamental principals:
- firstly the protection of rents/prices,
- secondly the security of tenure, because the tenants/users need guarantees not to become evicted at all.
We know that the answers cannot be exactly the same in all our countries because the history was different and therefore the legal situation now is not the same. But the answer has to deal for functional legal measures to the extensive housing problems that all our countries experiences
Flats are not normal goods but of fundamental social rights and necessities for all people.
If the integration of our countries in the EU should become successful it is necessary to solve our housing problems too. We need the assistance and the understanding of the European community
